Sher Bahadur BC, the former Chief Administrative Officer of Tokha Municipality, Kathmandu, is a committed and forward-looking public servant whose career exemplifies dedication to effective governance, transparency, and community development. Known for his strong leadership and coordination skills, he has become a respected figure in managing interdepartmental operations and promoting citizen-centered administration.
Since February 2023, Sher Bahadur BC has led Tokha Municipality’s administration, overseeing more than 250 staff members, including 155 teachers. His leadership ensures efficient operations, transparency, and impactful service delivery, while also driving developmental projects and engaging the community in meaningful ways.

BC’s professional journey began at the National Human Rights Commission (NHRC) from 2005 to 2011, where he served as a Human Rights Officer. During this tenure, he resolved kidnapping cases, rescued victims, and monitored human rights violations. Collaborating closely with the United Nations, international NGOs, and OHCHR, he contributed significantly to humanitarian missions, reflecting his commitment to justice and advocacy.
In addition to his administrative responsibilities, BC has been active as a Trainer of Trainers (TOT) since 2012, mentoring human rights defenders and government officials, designing capacity-building programs, and serving as a highly sought-after resource person across multiple training centers.

Academically, Sher Bahadur BC holds a master’s degree in mathematics from Tribhuvan University (2009) and is pursuing an M.Phil in Good Governance from the same institution. Contributed to the protection of public land, increase of internal revenue, citizen-friendly service delivery, solid waste management, sanitation, environmental conservation, inter-governmental coordination, effective deployment of staff, high progress in plan implementation, establishment of rule of law, promotion of good governance, and citizen-friendly doorstep service delivery.
